About the MNIR Guides

These guides are tailored according to the National Identification and Referral Mechanism (MNIR) adopted by Government Decision No. 88/2023 to present specific situations and scenarios. They are designed to serve as practical tools for informing various categories of professionals and the general public.

The NIRM guides provide essential information on human trafficking, the specific indicators for each form of trafficking, and the methods for detecting, identifying, and reporting potential trafficking cases. They also outline the actions that should be taken to ensure that victims have access to specialized services. A list of useful contacts for reporting and notifications can be found at the end of these guides.

1. Practical Guide for Community Actors on Identifying and Reporting Human Trafficking Cases

The guide is intended for various professional categories who, due to the nature of their work, may encounter information related to human trafficking or come into contact with potential victims. However, the guide can also be used by any citizen, as it outlines the steps that should be followed by anyone who has a reasonable suspicion of a potential human trafficking case.

 

2. Practical Guide for Field Professionals on Identifying and Referring Human Trafficking Cases.

Cases concerning adult victims of Romanian citizenship.

This guide aims to provide professionals with clear guidance on the consistent application of the National Identification and Referral Mechanism (MNIR) in cases involving adult Romanian victims of human trafficking. It outlines the methods for detecting, identifying, and referring potential trafficking cases.

The guide also includes four scenarios for the implementation of the NIRM, which outline the course of a potential human trafficking case depending on which professionals are the first to come into contact with the victim and considering the country of exploitation. The scenarios were designed and validated with the support of experts from the National Agency Against Human Trafficking (ANITP) and present the following situations:

  • \When a case is initially reported to law enforcement and criminal prosecution authorities;
  • \When a case is notified to the National Agency Against Human Trafficking (ANITP);
  • \When a case is referred to public or private providers offering specialized services in the field of human trafficking (FPPSS);
  • \When a case involves repatriation from a destination country through ANITP/FPPSS.

3. Practical Guide for Field Professionals on Identifying and Referring Child Trafficking Cases.

This guide is intended for professionals responsible for managing child trafficking cases. It offers guidance on the consistent application of the National Referral Mechanism (NRM), in line with existing procedures related to the trafficking of minors, specifically concerning Romanian minor victims.

The guide also presents three scenarios for the implementation of the NIRM, which outline the process of handling a potential child trafficking case. These scenarios take into account the first professionals to make contact with the victim, as well as the country of exploitation. The guide was developed and validated with support from experts at the National Authority for the Protection of Children’s Rights and Adoption (ANPDCA) and the National Agency Against Human Trafficking (ANITP).

The analyzed scenarios are as follows:

  • \A child trafficking case identified in Romania, initially reported to the General Directorate for Social Assistance and Child Protection (DGASPC);
  • \A child trafficking case identified in Romania, initially reported to law enforcement authorities;
  • \An international child trafficking case involving an unaccompanied Romanian minor, repatriated from a destination country, initially reported to ANITP and ANPDCA.

4. Practical Guide for Healthcare Professional on Identifying and Reporting Human Trafficking Cases.

The guide is specifically intended for healthcare professionals who, by the nature of their work, may have information related to human trafficking or child trafficking offenses, or who may come into contact with potential victims of these crimes. The guide also includes specific indicators of human trafficking within a medical context.

The guide was designed in collaboration with a survivor of human trafficking – expert by experience and with the support of the National Agency Against Human Trafficking (ANITP), in partnership with the Department for Emergency Situations (DSU) and the Administration of Hospitals and Medical Services Bucharest (ASSMB).
