Human trafficking is modern day slavery, where people take advantage of other people by controlling and exploiting them, while the victims are hidden in plain sight.
Romania is a country that lost millions of people due to the promise of a better life abroad, many of them ending up as victims. Dreaming of a better life became a vulnerability in front of human traffickers so Romania became the primary source country for victims of trafficking in Europe.
The small number of human trafficking cases reported and identified in Romania compared to the situation estimated by international organizations is a multi-cause problem.
ProActive aims to:
- inform 1 million citizens about the phenoemen of human trafficking and how to report a suspected incidence of human trafficking
- provide relevant trainings in identification and detection of human trafficking, as well as in dealing with victims of violence for police officers, social workers, medical staff, magistrates and prosecutors
- open an Info Center for assisting victims and citizens in detecting and referring cases of human trafficking
- advocate for a new National Referral and Identification Mechanism which will include proactive identification
Sexual exploitation
If you suspect someone may be experiencing trafficking, report it. Learning the warning signs of sexual exploitation could be life saving.
Women, men and also children can be victims. People who have been trafficked may:
- have very few items of clothing
- work in various locations
- be escorted whenever they go to and return from work and other outside activities
- have tattoos or other marks indicating “ownership” by their exploiters
- work long hours or have few if any days off
Labour exploitation
If you suspect someone may be experiencing trafficking, report it. Learning the warning signs of labour exploitation could be life saving.
Women, men and also children can be victims. People who have been trafficked may:
- have no labour contract
- never leave the work premises without their employer
- be subjected to insults, abuse, threats or violence
- not be dressed adequately for the work they do: for example, they may lack protective equipment or warm clothing
forced begging
If you suspect someone may be experiencing trafficking, report it. Learning the warning signs of forced begging could be life saving.
Women, men and also children can be victims. People who have been trafficked may:
- be children, elderly persons or disabled migrants who tend to beg in public places and on public transport
- have physical impairments that appear to be the result of mutilation
- be children of the same nationality or ethnicity who move in large groups with only a few adults
- be punished if they do not collect or steal enough
- move in groups while travelling on public transport: for example, they may walk up and down the length of trains

Project Status
Even though our project is due by the end of next year, our fight for freedom and against human trafficking will continue after that. Our website is updated frequently so you can view the progress of the project in real-time.
Phase 1: Research study
Research study on assessing citizens’ perception of victims of human trafficking and that of community actors involved in identifying and reporting cases of human trafficking.
Phase 2: Center INAUGURATion
Inauguration of the first Center for assisting victims and citizens in detecting and referring cases of human trafficking in Romania.
Phase 3: Launch an advocacy campaign
Launch an advocacy campaign for updating the National identification and referral mechanism of victims of trafficking in persons and adding the proactive identification.
Phase 4: Launch a national awareness campaign
Launch a national awareness campaign on human trafficking from the human rights perspective.
Phase 5: Organizing trainings sessions
Organizing trainings sessions on human trafficking for police officers, social workers, medical staff, magistrates and prosecutors.
